During the three weeks leading up to Tisha B'Av, we should not say the joyous bracha of "Shehecheyanu" (OH 551). Therefore, one should avoid situations in which one should be saying Shehecheyanu, such as eating new fruits or buying new clothes (Magen Avraham). [We say Shehecheyanu when we put on new clothes, if they are special enough to warrant it.] However, since the Mishna Berura states that one may say Shehecheyanu on Shabbat, some opinions assert that one may buy new clothing during the three weeks as long as one wears it for the first time on Shabbat.
