The Gemara teaches (Brachot 59a) that when one sees lightning or hears thunder (or other natural phenomena such as a shooting star), one has the option of reciting either the bracha of "Oseh Ma’aseh Breishit” or the bracha "Shekocho U’gvurato Malai Olam." The practice evolved, however, to say the former when you see the lightening and the latter when you hear the thunder. However, if you see the lightening and hear the thunder simultaneously, you should say only one of these brachot (generally, “Oseh Ma’aseh Breishit”).
