One is obligated to sit in the Sukkah on Shmini Atzeret in the Diaspora, because this might actually be the seventh day of Sukkot. One would not, however, make the bracha of Leshev Ba’Sukkah. Surprisingly,
however, the custom has developed NOT to sit in the Sukkah, or to just make Kiddush in the Sukkah on Shmini Atzeret. In bad weather, there is certainly no need to eat in the Sukkah.
