Rav Soloveitchik zt"l maintained that the laws of national mourning parallel the mourning for a parent. Accordingly, the three weeks parallel the year after a parent dies, while the nine days parallel the month, and the week of Tisha B'Av itself is like shiva. In the year after one's parent dies, one is allowed to get a haircut when "his friend rebukes him" about his appearance. Therefore, during the three weeks one may cut one's hair or shave his face once he looks unkempt. [There are no prohibitions regarding women shaving their body hair during the three weeks.] During the nine days, if one must shave for professional reasons, many authorities permit this.
